NCAA Unveils Digital Licensing Platform to Eliminate Delays in Aviation Processes

The Nigeria Civil Aviation Authority has launched a new digital licensing and medical certification platform aimed at improving efficiency, transparency and safety within the country’s aviation industry.
Speaking during a stakeholders’ engagement in Lagos, Director-General of Civil Aviation, Chris Najomo described the deployment of the EMPIC digital platform as a major step toward modernising aviation regulation in the country.
According to him, the initiative will simplify and accelerate the process of obtaining and renewing licences for pilots, engineers, air traffic controllers and other aviation professionals.
“This platform signals a new era of faster, safer and more transparent aviation regulation in Nigeria,” Najomo said.
He explained that the new system replaces manual paper-based procedures with an automated process that enables real-time verification, biometric-backed credentials and QR code authentication.
Najomo noted that the development aligns Nigeria’s aviation oversight system with international best practices while strengthening confidence in the country’s aviation credentials.
Also speaking, Director of Airworthiness Standards and Chairman of the Flight Standards Group, Godwin Balang said the deployment of the EMPIC platform represents the fulfilment of a vision pursued by the authority for more than 20 years.
“The EMPIC system is already operational in several aviation regulatory agencies across Europe and parts of Africa, and it is specifically designed to enhance aviation safety oversight,” Balang stated.
The NCAA explained that the digital platform will significantly reduce delays associated with licence processing and medical certification by enabling aeromedical examiners, inspectors and regulators to process applications through a centralised database.
According to the authority, airlines and operators are expected to benefit from faster licence validation, improved compliance monitoring and reduced operational risks.
The regulator further stated that all transactions carried out on the platform would be digitally tracked and time-stamped to improve accountability, strengthen data integrity and help authorities detect regulatory violations more efficiently.
he NCAA added that the digital transformation initiative is expected to boost global confidence in Nigeria’s aviation sector, improve passenger safety and support future growth in air travel through a more technology-driven regulatory framework.
The authority disclosed that the digital reform programme would later be extended to other critical areas of the aviation industry, including airline certification, maintenance organisations, aerodrome regulation and air navigation services.
